Adding Garrisons to Horde armies

A question for the modding community: is it possible to get a working garrison for horde armies so they can get a second army stack is battles?

I know garrison units can be added to horde buildings but there is no garrison details tab and the are not showing up on the pre-battle screen.

I'm I missing something or do the horde mechanics not allow it?

Closest thing I have seen and am using is the Waaagh mechanics added to skaven/chaos/norsca/undead, called Make Swarm Factions Great Again
It uses Old World Rites rituals to deliver transported_military_forces which is pretty great since you can edit the payloads
