Bloody Rally Show loads your cars and tracks through Steam API, all you have to do is click "subscribe" (plus icon) in the workshop, and game will find, download and apply your mods for you. You can even do this without restarting the game, there is Editors & Mods > Mod Manager > Reload Mods button.
Game won't detect things you placed in steamapps\workshop\content manually yourself, you have to subscribe through steam workshop page.

To play with those tracks and cars, you can either go to Custom Race, or have to start a new Campaign with "Use Workshop Tracks and Cars" option enabled (it's off by default).
If you can't see subscribed items in your Editors & Mods > Mod Manager, it's likely some bug. But that functionality has not changed for a long time, and nobody had issues yet, so it should work. I tested it myself just now.
By the way, could it be possible to filter by stock/workshop content ? All is mixed all together, I like a view like in Assetto Corsa Content Manager app with source of content (car & track), in which stock content have Kunos logo next to them.

Unfortunately the only way to tell workshop content apart is that it should have a steam logo in the corner of the thumbnail. The game is not under active development anymore, so if such filtering will ever see daylight, it will be with some cumulative patch update, but not sure when and if.

That's quite unfortunate ! This game is great for sure, but there is room for improvements : elevations, more weapons, more fun, bug fix, better editor... I hope some mysterious sparkle/falling star, or something under the tree :), will bring the will back to work on the game.
I didn't publish an evaluation yet, this will be foughly : I really like it and I'm convinced it's one of the best top down racing game I've seen since many many years, even a decade or more (last twos are Supercars fro Gremlins and Death Rally).
