I never played around these commands, but here is my guess about your question:
TimeLoopAction: It is the time needed for a loop cycle. For example: the time loop for the flames of the Lucifer.
TimeFactorAction : TimeAction = Time between two shots of an unit (does not include the pre action and post action time of an unit). I'm really confused on this one, but maybe it's a % of a specific stat of the attack animation OR it is the time for an unit to use an item. If it's not any of both, I don't know.
