After you install any "mod" for a game via steam it is stored on your hard drive. What you are asking is a general question about steam it's self and nothing specific to this game. Just search google for: Where are steam workshop mods stored. not sure how that helps me to download the picture and use it as my background as its a mod would it contain the picture as i know where to find mods but even ones that had images for the items i never saw when i was looking in files to change things

Once you subscribe to the mod via the steam workshop and steam downloads it then it is on your computer on your hard drive / SSD under the steam folder. You just have to go find the correct folder and find the game's ID and the file will be there. All steam workshop items end up on your computer after you subscribe to them.
