Overhaul Mod! Looking to Commission

Hello and hope everything is going well! I wanted to see about the possibilities for commissioning a mod team for making an overhaul mod for a Steampunk universe of mine. I had several questions about the flexibility of the game's mechanics, as well as inserting things like custom graphics, animations and UI. Would I want to start in the web resources, or an individual to speak with?

The game is old and there might not be so many people interested to join up for projects, as many including me will finish our current workshop things and move on to other games.

But you can always try. Sometimes this community has alot of peoples around which even suprise me occasionally. I wish you luck

Much obliged thank you! I had wanted to use something like Humankind or Planetfall, but reading up the discussions in the former there are some very lackluster mechanics that would be uncessary baggage and in the latter would require a lot more custom modelling.
