Whole saves have never been supported in the workshop. Some players have uploaded train mods with a save file inside, which then requires manual file copying steps from the player to play; this is not officially supported. The game is in early access and the save format is changing constantly (62 versions in the first year alone). While I still support every save file version, and I plan to keep doing so, I prefer to limit the distribution of saves in the workshop until the game is out of EA or at least the save format stops evolving so much.

That being said the 1.4 beta will soon gain a clip sharing feature, allowing to share pieces of your network with other players, like stations or big switches.
