If your mod is based around Star of the City, your cards should try to be comparable to anything in that chapter or at least early Impurity, but not too good that it's an big upgrade. Don't go crazy with extremely high dice rolls and including strong effects like giving a lot of strength or dice recycling like 'This die is rolled 4 times'.
No one's going to stop you if you want to make a joke mod or purposely overpowered. Just my tips if you're making a creative mod.
