I would like a mod that puts the Single Hero per Guild with higher XP to be the norm for all the campaign maps and the freeplay mode.

Needless to say the Palace would need a quarter of the usual Heroes to be upgraded.

I would do it myself but my skills of understanding programming are hopelessly nil.
