My internet's been randomly puttering out lately, so I decided to play ES2 offline. I've just been getting into it again. Anyway, I tried to use the title menu to load the latest selection of mods I've used, only to find it greyed out with an error message in red text. So I go into the mods menu to set everything manually, knowing full well what that ~90mb post-reinstall download from the Workshop was for, and no dice. Got a message to the effect of "you must be opted into the Steam Workshop use the Steam Workshop". Then it opened a popup window that went nowhere (still offline).

Where else does this game think I got the 20+ Steam Workshop files from, if not the Steam Workshop? What possible benefit is there to making the mods online-only? Or is this a bug?
