hold fire ability
Is there any reason a unit needs the hold-fire ability, unless either -
a) holding fire lets the unit go camouflaged, or
b) the mod charges munitions when the unit's weapon fires ?

Yes on tanks to keep the barrel in place so you can snipe a specific unit

Don't turrets revert to pointing forward a few seconds after the vehicle stops shooting?
It's to make sure they don't waste their shoot/reload/aim time on unwanted targets. Like if you try to snipe a sniper with a medium tank or a rocket artillery. These units are most likely surrounded by other units, which may be targeted first.
