Workshop Blueprints remaining locked

I have Workshop Blueprints which are remaining locked despite having everything researched in mechanics workshop, I have restarted the game a lot of times between being subscribed as the game warns that it may require a restart of the game before these are downloaded anyone know what I am doing wrong here?

I have the same question. You have DLC? I dont, I'm starting to think this might be the DLC.

I have the DLC and see the workshop items as locked. How does this work?

I had this issue until yesterday. The problem is that there is something in the blueprint that you have not researched yet, most likely a food or toy enhancement. For me, a flamingo enclosure blueprint was locked until I put a flamingo in another enclosure and completed the vet research for it. After I had the forage pool food enhancement then the workshop blueprint got unlocked and I could use it.
