Simple, the one loaded last always wins.

So you have to put the most important mods first on the list in the modding center. E.g. whenever two mods change the same file, only the one with highest priority get loaded, that includes text.

So does lower priority ones just not load those specific elements or does it not load the mod at all? (Thanks for the answer by the way)

Only those specific elements (same files). The game will still load the rest, for better or worse depending on the mod.
