Is modding documentation available anywhere in English?

I suppose that's wishful thinking, considering even the game has some untranslated elements in it, but would really like to know how to add personal tweaks to make the experience more enjoyable.

I looked through working mods, and tried the integrated mod editor, but it's not exactly a self-explanatory experience.
