The hak order is specified in the same way.
You can create a Steam Workshop Item containing your module, haks etc as described in the FAQ.
Once you have a Workshop page, you can then list common haks like CEP as Required Items - no need to bundle them in the upload.
In almost every case, old modules work in EE.
There tend to be minor exceptions, so test everything, especially pathfinding - it's not unusual to find one or two doors that don't work anymore, for example.
P.S. No disrespect to Steam, but many PWs are using NWSync[nwn.wiki] to distribute files these days. There is also Neverwinter Vault.
NWSync may suffer from content expansion too. We had to cut some things from the original run because of a file size soft cap but it's far more reliable than basically giving away the module.
