There's no link between production and gold income. Just point the mouse over the number and you will see the whole info. If you city doesn't produce anything it gives +50% more gold.
And if you produce a scout in very rich city you spend not only 30g for the unit but money you could get producing merch. It can be really huge.
There's mod which allows some regulations of income and partial convertations hammers to gold and etc.
And it's possible to make spells like Mana Fuel which increase one resource and decrease the others. I made some for myself mostly for increasing prod points by reducing gold income but not uploaded.
