You want this part:
{death_delay_min 90} ; min bleeding out time in seconds
{death_delay_max 90} ; max bleeding out time in seconds
That example is from my mod, cuz yeah, 90 seconds feels like a good amount of time to get to your guys.
Also, the 100% chance to be rescued when they are down is another setting called "Personage". What exactly personage means, idk, but its what allows troops to be revived when they are down. BY default, vanilla only allows troops with at least 1 rank of veterancy to be revived.
Also, also, you cant "kill" your guys when they are down because they are already dead. You can just revive them with a medic. If you truly dont want them to be alive at all, just let the bleed out timer run out. THen they are dead dead.
