[IDEA] Foreign Influence
Major and Great Powers can Suppress or Support IGs in countries of strategic interest. The effect is weaker than normal for both, at 50% effectiveness for Major Powers and 75% effectiveness for Great Powers.
It would cost influence.

+1 maybe even tie it to how much fine art produced in your nation is exported to the target market (think film industry for propaganda etc...)

Should also probably require a certain level of relations between the countries in question and/or require a shared customs union.
