some of that is not even possible
a quest system was never added to the game. so there is not much that can be added.
Most world states are linked to named NPC deaths though so it's still quite a limited system, although does provide some immersive feedback.
I was actually trying to learn a little about world states myself.
I want to take over an abandoned ghost town.
there are a couple of them 1 in the northern coast actually called ghost town north of the hidden forest or something like that and 1 in the southwest that is full of broken buildings I think it's actually called empty town or something.
currently you can't buy any of the buildings so I was hoping to find a mod that takes the player through the various world state changes and campaigns and see if either of those to towns change and if nothing is done with them I was going to try and find a way to claim them through a world state. maybe making a boss npc who lives in 1 of the buildings with guards you would have to defeat and either kill or recruit to your faction to gain control of those towns.
I still have a lot to understand about how world states work and how to implement dialog but I did see a world state that makes a town belong to the players faction.
I haven't actually used it I was just browsing the different dialog and world states but I thought maybe if those towns are not used for anything in the game I would take them over through a game state. maybe one of the requirements would be allies with or defeat the faction that owns the territory those towns are in.
I think the ghost town in the north by the northern coast is owned by "deadcats" or something not sure about the empty town in the southwest.

when I used take over the world you had to leave over half the map away wait then return to update the ownership of towns and rather than changes the town ownership it replaces it with a copy of the town that you own if I remember correctly rather than simply changing ownership it actually replaces the town with a new town. (if I remember right)
do you still have to go a ways away for it to update ownership?
not that it's a problem. it's not a big deal just wondering if they ever updated that or if it even could be changed.
Yeah unfortunately this is the only working method of gaining ownership.
