Nah, game's engine is unoptimized and buggy as all hell.
Also only map making is done through the editor, most modding is done through data editing of specific files which you can see tutorials on on the official cossacks 3 forums in the modding section.
I would say that American Conquest 2 would have been a better foundation for a WW1 mod due to the garrisoning of troops, morale and all of the other more realistic stuff that made it possible to replicate the more modern combat of the Great War rather than this game's arcadey such.
That's also the reason why you see the amount of realism mods on the workshop that you do.
Men of War and Company of Heroes have decent ww1 mods.
