Is it possible to make a Shiplisteditor for the newest version of Galactic Civilisations 3?

Perhaps just a little Tool which creates a XML file for Mods because I am sick of creating them in a long and boring procedure by hand.
I think its possible and not to much Work if you have the know how.

Because I finally want a Galaxy like I want and it will make the creation of new Factions much easier
