How to upload mods, for the rooms?

I do have streets of rage 2, but dont know how to upload my mod to the workshop...

In Steam, go to Library->Tools and install "SEGA Genesis & Mega Drive Classics Workshop Tool". Use it.

It accepts .bin rom files as mod.
