If you can do that, I suspect you are in the wrong game's forums danzo07. Can't do that with the Banished modkit as it'd require touching the game's AI which is what decides who lives where, and that can't be touched with the modkit.
Any "common housing" type of building will always be seen as a temporary solution just like the basic Boarding House, so no one will willingly move out of a regular house to go live in there on their own, and if they live there, they will always try to grab any real home that is freed up.

Hello? No mod needed. Just build a transient lodging, there is one included with the vanilla game, or you could use the asian mod model, which personally I think looks nicer, probably costs less and takes up less room. It's more like a dorm. Then mark the elderly home for deletion. The elderly person will move to the dorm. When that happens the deletion can be removed and the home is reclaimed. Just make sure the elderly has moved first. It's much like what happens in real life, so I don't really appreciate the game mechanic, but it is at least honest. On the bright side no modding is required.

It's a work-around that sometimes works and sometimes doesn't. You have to be lucky or the Elderly will move back from the Boarding House and into the home.
What people wish for is a mechanism that would automatically move people above a certain age into Boarding Houses, and that's what can't be done.
