Will all Workshop items get into the game? If not most?

If a player makes an item and submits it to the workshop, then it will be available for other players to use.

Ah, I see. So what's the difference between approved and nonapproved items?

Approved are items that are deemed to be good quality, good examples of workshop submissions. It's a filter setting for those who are interested in seeing the "dev picks", though that is a very loose definition of the filter, "dev picks".

I believe that by default, approved items are visible but players can also change the setting so that they see all workshop items or none.
