Does it have to be a skin?

I've been wanting to make a mod for bots that help with stealth (for offline, obviously) but it seems this workshop is only for skins. Is that true?

Yes, the actual modding subforum can be found linked below. It'd be what you are looking for and has a few links for places to upload mods and discuss with the modding community. This subforum is just for the weapon skin submissions for the community safes. Not exactly sure what you mean by bots that help with stealth or w/e but i'd suggest checking the pins for rules on modding too!
