It is needed, you can paint it in any shape you want, make it bigger or smaller. But what you have painted is the area where soldiers need to stand to take over a capture point.

By clicking on TER you get the Terretory map, and the white circle around the capture points.

Hold in CTRL and click with the left mouse button you now have that as a palette to paint if you want to make it bigger.

To make it smaller do the same but on the terretory surrounding the white circle and you can paint the circle smaller.

However if you mean the actual graphic, I have no idea. xD
