I started with a large solar,wind turbine and collector. I built the dorm last since they can sleep on the floor. Focus on the energy first then build a farm quickly I put them all slow wheat but 1 tomato fast growth with starch The only trouble i have so far now (im currently playing on this planet) is the food. I seem to keep running out with not enough food being making me make so many meal makers. It made me feed 80 colonists at once and the other 50 that dont eat and have irregular eating schedules are working and doing just fine.

for every generator build 2 batterys. build a few buildings and watch the batterys drain cycle. if you end with a surplus of enery saved then build more buildings. if not build more generators. on the ice planet i built 2 windmills and 1 solar panel as a set. that way you get enough power saved regardless. every planet has defferant power generator requirements.
