how do you upload workshop?

Would be interested in upload, several mods of Streets of Rage 2 and 3.
I have seen this
Library -> Tools -> SEGA Genesis Classics Workshop & Mega Drive Tool

but I don´t appear.

that I have to do? buy a pack.
and in which format .bin or ips?

You are supposed to own games the mod of which you want to upload from what I know.
Also, .bin format

one last question, I uploaded a hack, have passed 12 hours but, although this position public, still does not appear in the workshop, except in my space.

is this normal?
