Can I upload a modified ROM of a game that is not on Steam?

Hi,

I just would like to know if I can upload a modified Sega Mega Drive/Genesis ROM of a game that is not on Steam (for example not included in the SEGA Mega Drive and Genesis Classics collection).

Quick answer, No.

Longer answer: Some users have managed to trick it and upload other games. They usually get taken down. It is recommended not to do it.
