I get all my mods where they are all disabled due to the version of the game, Is this a bug or part of the game

It means the mods themselves have to be updated, typically mod.info file modification to current version will make them available to enable, but because the game is in heavy development/beta its typically not certain that mods will work on new version of the game.

following details from there(its for as2 but applies here too) however you will want to set both min/max to current game version and also you may have to unsubscribe from mod once installed otherwise it may overwrite your changes.

I have Deluxe and there isn't a single thing anywhere for the mods..

Hi all, in the below screenshot you will notice workshop tab on the left near top of page. This is an option you get when on the Home tab. This is where you find your mods that you have subscribed to. You just need to activate then hit apply down the bottom of your mod list.
