Since Civiliation 6 was announced, I no loger hope for another BE expansion with more sponsors, so I'd like to share my idea for one. Being a mac user I cannot mod, but maybe if I'm lucky enough some people will find the concept interesting and eventually make it happen.

Name and Geographical location - CiELO [Città Eterne Libere Organizzate or Free Organized Eternal Cities] is a project idealized by Rome's mayor and joined by several traditional cties across Italy [Naples, Milan, Venice, Florence] and Greece [Athens, Sparta] as well as european city-States [the Vatican, San Marino, Monaco].
They believe the Great Mistake was ultimately caused by excessive centralization of power, which distanced government from human needs, so they want to create a New Earth where cities are the primary form of organization.
This is the core of my idea, the rest is pretty much personal suggestions in case no better idea is posted.

Ability and Personality - Politeia*: 1/1/2 extra tile(s) Worked by city +1/+5/+5 Diplomatic capital from each city. To get most of its bonus the AI should focus on founding cities and Prosperity / Knowledge virtues.

Leader and Affinity - Sofia is the Mayor of Rome and archeologist who articulated the creation of CiELO. She is fascinated by greek-roman philosophy and Renaissance culture, so she chooses the path of Purity, closely followed by Harmony.

Texts and Graphics - I'm willing to write the civilopedia entries but I have no idea how to create art, specially for the leader. For the sponsor's icon I suggest the civic duty icon

*I thought of reduced penalty for culture and science for new cities but I thought it could get OP when combined with networked datalinks / memeweb

I do know the chances of someone reading and caring about this is almost zero, but I wanted to give it a shot and I'm willing to help as much as I can whoever likes the project.
