Payment Info?!?
Why do you need this to post skins on the workshop? Plus my parents need to know.

Because for one reason or another Valve doesnt want you to keep your money on in your Steam wallet but instead an actual bank account. Counter-productive for them obviously but it is what it is. Just have a friend post your stuff and then have your friend give you your "profit" by buying whatever you want on Steam.

Even if i put a Steam Card on here the money would go straight to the bank account or is it just when I sell stuff...

Well its a steam card so obviously it goes straight to here. This is a totally different deal.

reason: If your item gets added into the game, the devs will make another item which if purchased by someone, the money will go to your account. You might need to pay fees as well because you're earning money
