A Brexit policy, or a Brexit scenario?

A policy doesn't make much sense- the only effects Brexit has had so far are to tank economic confidence, and damage relations between the Home Countries and between the UK and the EU. No real tradeoff to make a Brexit policy, nobody would ever pick it.

A scenario might make more sense, but designing it in a way that is accurate to the situation would be pretty involved.
