Citizens keeping stuff instead of unloading

All my citizens are out of clothing but all my tailors keep running aroung with 60 each in there pockets HELP WHAT DO I DO

they empty their pockets if they have to restock the production building ( and yes i hate that too) can you change the recepy in the building?
