Does anyone know why this is stuck in workshop temp?

I'm trying to be able to make script changes through workshop, however when I tried it got stuck in the workshop_temp as a .vpk. I have the file structure as
scripts\characters\knight\tracers for the Heavy Left animation
scripts\characters\knight\heavy_attacks.txt for the new txt file. Is it not allowed to overwrite? I know it works with the quotes.

Does it not let you upload? If so, what error does it give you? Or is it failing silently?

It let's me upload and it apparently downloads, in workshop status it says it's fine sometimes, then other times requires a restart, if I restart it still doesn't work.
