Adobe have provided the entire Creative Suite 2, free of charge. I would recommend CS2 over GIMP or Paint.net any day.

That link asks for login in or registration. If that's the only way to get cs2...nope.
After playing with the file a little (layers visibility mainly, don't think I did anything else), I was able to get an usable version of the file in GIMP, and even export an usable TGA. With the TGA file, I was successful in applying it to a few guns in the weapon skin editor, with convincing results.
I put both the gimp file and TGA on deviantart's sta.sh (pretty much the same as dropbox or google drive), in case anyone would prefer to use (or get started with) those files I rendered usable with gimp. (only difference I can remember between these files and those on OVK's website is format and layer visibility)

Though, I should add I haven't yet used the GIMP file as a base to re-color any weapon, so I have no idea how well that would work (no idea if my fix would work when actually changing the colors and stuff).
(btw, I'm using gimp v. 2.8.14 with a few plug-ins, in case it could be relevant somehow)
