There are no mods on workshop only maps.
There's a thread on the workshop that has a comprehensive list of links to most mods. It was updated regularly, last time I ran across it months ago. Did you search for keywords?

yea i tried a few kaywords in the workshop, only few maps and missions, nothing about electricity there, there are some external forum linking to such mod but it scares me to try mods out of elswhere than the workshop...
Kalypso doesn't officially support mods (that go into the game code and change it). What you're looking for does that, so it won't be on this official Workshop forum. But if you find a link on here to a mod, you should be able to trust that it's safe.
Here you go, I did the work for you ;)

That's hosted on Kalypso's own servers, so these mods can be trusted.

Btw, when I upgrade houses in my games, I work of the Almanach - Buildings list to make sure I don't miss any. You can just click through the list and upgrade one by one. It's not that terrible..

Do you have to use Winzip or other unzipping programs??

A more current list of mods can be found at http://www.tropicomodding.org

Most mods are packed as zip files.
