Factions: Lawful And Unlawful

Lawful consists of members of the crime gang
All lawful
Occasionley, some AI will spawn with higher xp, allowing for guns, and a "Police officer Skin" Lawful cant use knives, same way as the Unlawful in this mod, all Lawful without guns are considered citizens, AI citizens do NOT Attempt to kill *Because they cant* they will focus on defense.

0-2000 Citizen: (Very common)
2000-6000 Armed Citizen: (Access To 1 Shotgun and a pistol) (Occasional)
6000-6250 Police Trainee (Bit rarer than Armed Citizen) (Player Starts As)
6520-8500 Police Officer: (Moar pistols, Vest) (Police uniform skin) (Not rare, not common)
8500-9999 Swat (Automatic guns) (Sniper rifles) (Better Vest)
9999-18000 City Guard (Military grade Guns)
18000-Infinite 90s Hero

Unlawful: Yet again, no knives. they get guns, and will slaughter citizens, Why? Because they can. they are extremely aggresive, and will prioritize capturing points.
