The trend overall seems to be that no one likes the "re-release" levels. However. If you think you can make something truly great and unique from one of the official levels, i say go for it :)
The official levels (especially Tagtastic) are the some of most popular for Reverse Tag and Stunt modes, and copies (with some changes) of the official leves are some of the least popular.
I don't think anyone has tried to copy one of the official sprint tracks yet, but I suspect if someone does, they'll find the community is against them doing so unless they change it to the point where it can barely be recognized.
If you want to make a new Tagtastic, don't hold back. Just don't expect it to be the most popular arena of all time, as it's really hard to make a brilliant arena. :P
