First off, I am creating a scenario where only a few countries have a human population within them. All of the other countries have no people. I am also using the Simian Flu for this Scenario. When I tested it out with default symptoms, the Gen-sys labratory in the starting country never appeared. When my disease was spotted and started to kill people, even though it said that they were putting money into cure research, the cure never started to develope. Is there a requirement for the Gen-Sys lab and the cure?
