Report a translation problem
It turned out that I indeed had a limited steam account which forbids access to some of the steam features including workshop. Basically you have to spend 5 US dollars overall on Steam in order to remove the restrictions. Gifts don't count.
At the moment of posting this thread I only spent 3.90 $. I bought a game for a buck and a half and the issue solved itself, even though it still doesn't explain how I'd managed to upload DN3D levels.
Before sacrificing your money be sure to check the Steam Support page about Limited Account and check the amount of money you've spent (you can do that on the same page).
