Shield and gun mod

Can someone make a mod that lets you wield a riot shield and a sidearm at the same time? Most of the sidearms are already wielded with one hand, so it makes sense that you'd be able to use a shield with one. I have no idea how to mod games so I can't make it.

Seems like a splendid idea, except that I think that the riot shield is not a weapon but an item, and because of that his parameters can not be applyed into a weapon.
