Did you press save before you published?
Also press [Browse to skin folder] and see if there is a file that has your skin inside it.

Yes, many times now (already re-edited, restarted game, checked if it is in folder etc)

Just tried to delete and save again, same problem- skin is present, but file_not_found

i think its steam cause the community (wich contains the workshop) goes down for some reason.

Sorry have a lot of other people asking me workshop problems too... so pressing "New skin" should make a new file in Payday2 workshop yes?

Dont really know, tried to upload it, then it started freezing (steam community was having problems that time). After a while it started giving me some error, while i got this skin on workshop but with no actual file? I mean in workshop there was only a screenshot and thats it, i even had a button below "upload" to upload the skin, since it didnt upload properly. When i tried it gave me error of some kind, code 15. I then deleted it from workshop (after about 5 minutes, thx steam servers) and tried to upload it again, and then it happened. Even when steam servers went back to normal i still couldnt upload this skin, had to make entirely new one. I think error maybe present in actual skin file somewhere? Since even if i tried to copy it to new skin folder, it still got me same error.

Same issue, i managed to publish the skin. The error popped up after i deleted my submission and tried to publish it again.

UPD: Managed to fix the problem.
luck, navigate to your skin folder and delete the "preview" pic and the "Info" XML document, then try to republish it.

I'm having the same problem as well, and I tried Yamaha's fix but that didn't work.
