How to forbid water consumption for citizens

Hello,

playing with megamod 9.
I do extract water as a resource for perfumery.
My people take that water home to consume.
And I see water being stored in food markets. I do not want to use it as food.
Is there a way to stop them taking water for consumption?

I'm afraid not. Kralyerg made some "inedible food" mods to flag things like fruits or raw meats to not be eaten directly, but he made those for "foods" that come from CC, not things from all the tons of other mods in MM.
