You ask about the wikinger mod ? If yes , no the soviets are not OP they just have cheap Infantery which they spam fast at the start of the game. If you play Wikinger MOD vs Soviet just dig a trench or search for a good placed building and set 1x or 2x MG´s in it they will melt all storming Inf. on small maps it works fine on large maps they will scout you and then start to go around your defence,
