It is technically in the vanilla game but essentially commented out. Sifrah mod is by a dev, it just basically uncomments that stuff in order to reactivate it.

However, since this was asked a month ago (as in very recently after a major patch) and has also come up elsewhere in the forums, hard to tell if it was actually added to base game for real or is just a bug due to code bleed...
