First Faction mod.
In the process of building a test mod for a new faction. I can found cities and claim outposts, but as soon as I open the research menu it gives me a permission error. I have ~23 upgrades with text descriptions. What am I missing?

Think I figured it out. you need to have 2 upgrades per tier. doesn't seem like the logs would tell the creator that, but enough trial and error.
