Well the same restrictions apply to CK3, you can't edit a ruler through the in-game character editor...Except that there are workarounds who actually do allow you to do that, it bypasses the rule which prevents you from editing a character after game start and unlocks the tooltip to do it the way you would normally.
I want that but for CK2

Just say eactly what you want. Refering indirectly to CK3 won't help, as i don't have it.
