The file you'd have to modify to change this value is the .exe itself, the fuel values are stored in binary in there somewhere. It *can* be done, technically speaking - elsewhere on this forum is a powershell script that Mr. Scoot wrote that modifies the executable such that the carrier inventory is larger - but finding the right value and then making a script such that people can apply it conveniently is much more fiddly and time consuming than changing a simple value in a text file and distributing that via steam.
In short - there's no easy way, and the hard way is hex editing via trial and error until you find the right value, then saving that value somewhere and making a script to do it more programatically.
