What overhaul mod is the best for Sandbox experiences?

I am overwhelmed at how many good overhaul mods there are, but some seem more focused on specifics like eras and missions, where as I just want a galaxy map that I can paint so to speak. Which one is best for this?

Well, if your looking for "Empire at War+" Both Remake 4.0 (for a more controlled, space focused realistic approach) and Awakening of the Rebellion serve that pretty well.

If you don't mind the Clone Wars era, Fall of the Republic has a "1 planet start paint map" style mode. You don't get any Heroes but it does allow you to start on Kamino and build the Republic up from scratch, visa versa with the CIS as well.
