what do the black and white maps mean
i have scrolling through mods to download and have been seeing a lot of maps in black and white does it mean anything i was just wondering because i'm a bit new to the community and game as a whole

thats because there was no nations on the map when they uploaded it to the workshop so you have to spawn them in yourself

Different shades are used for different terrain features. (Exact color hex codes in brackets)

Basic Land: Black (#000000)
Desert/Tundra: Medium Gray (#666666)
Hills: Dark Gray (#333333)
Mountains: Light Gray (#999999)
Water: White (#FFFFFF)
Crossing Over Water: Very Light Gray (#CCCCCC)

Mountains and water are impassable.

It means that this map is empty without any countries, or the map is empty, you know? If you had to play on your cell phone because the game is paid, you understand me :(
